Regional Data Review and Verification Workshop for Eastern Development Region in Biratnagar


National Center for AIDS and STD Control (NCASC) under the Global Fund support carried out Regional Data Review and Verification Workshop for HIV Program of Eastern Development Region on Dec 22-24, 2015 in Biratnagar. The objectives of the review were to:


1) Discuss about the status HIV-related reporting to HMIS by the service sites in the district,

2) Verify component wise HIV data reported by the sites available in the districts/regions,

3) Discuss issues and challenges related to HIV-related recording and reporting by sites and

4) Identify improvement areas and support for strengthening site-specific reporting of HIV data.


There were a total of 32 participants (including 17 District HIV focal points, 7 Statistical Officer/Assistants, 3 Medical Recorders, regional HIV Focal Points and acting regional health director and 3 participants from partner organizations i.e, Association of Medical Doctors of Asia (AMDA), FHI360 and Save the Children. All District Public Health Offices (D/PHO) except Saptari and Terhathum districts have attended the workshop. Similarly,

The opening session was chaired by Dr. Dipendra Raman Singh, Director, NCASC. Mr. Nagendra Prasad Chaudhari, Sr. Public Health Officer (Acting-Director from Regional Health Directorate (RHD) Eastern Region was the Chief Guest of the event. Similarly, among the guests were Mr. Bhanu Yangden, Sr. Publich Health Administrator of District Public Health Officer (DPHO) Morang, Dr. Dharmendra Jha, Medical Officer, Koshi Zonal Hospital, Biratnagar; Mr. Pustak Ojha, Sr. Regional Manager, Save the Children, Eastern Region, Biratnagar; Dr. C.M. Chaudhary, Direcor, AMDA; Mr. Bhagawan Shrestha, Deputy Chief of Party, Saath-Saath Project.

Mr. Haribol Bajagain, Program Manager, Save the Children, Eastern Region (Global Fund) welcomed participants of the workshop. Mr. Bir B. Rawal, SI Focal Person, NCASC shared objectives of the workshop. During the start of technical sessions, he also provided an overview of current status of national and regional progress on key HIV indicators for fiscal year 2071/72 and latest updates on the epidemic situation. Mr. Madhav Chaulagain, SI Specialist, NCASC-GF facilitated the technical sessions jointly with SI Focal Person. Mr. Roshan Konda, IT/Data Officer from NCASC-GF and Mr. Keshav Bhatta, Program Coordinator, Save the Children, Eastern Region provided support during the review sessions.

During opening remarks, Dr. CM Chaudhari explained about the HIV response activities in early days in Nepal and explained the importance of better data. Mr. Pustak highlighted SCI’s work in the eastern region and shared commitment to work closely to support for Nepal Government’s HIV response. Bhanu Yanden shared his experience of working at district level and highlighted a great importance of quality data for better decision making. Nagendra Chaudhari urged participants to ensure quality reporting at service delivery sites and highlighted importance of monitoring and supports. Dr. Singh in his opening remarks highlighted that Nepal is aiming to achieve 90-90-90 goal by 2020. Quality data generated from the service facilities play a vital role in achieving goals. Hence, this kind of review has a significance meaning to the national response.

During technical sessions, all participating districts presented district wise progress, reporting status, variation and recommendation for future improvement. Mr. Tulasi Pd. Guragain, Regional Focal Person facilitated the sessions during district presentations. Mr. Nawaraj Bhatta, Computer Officer from HMIS demonstrated the process and feature of HMIS data in the database and steps to generate HIV-related data. He also addressed queries from the participants on data issues and challenges. Dr. Rajya Shree Kunwar, Technical Specialist and Dr. Bhesh Raj Pokharel, Sr. MO, NCASC facilitated sessions on programmatic approaches related to HIV response at Hospital and Districts. Similarly, Mr. Haribol Bajgain explained on the approaches of CABA Cash transfer and other program run under Global Fund program. Mr. Nagendra Chaudhari jointly with Mr. Bir B Rawal, SI focal person summarized the discussions points, variances and recommendations from each day of the event. At the end of the 3-days review, participants prepared action plan for their respective districts.  

During closing session, on behalf of participants, Mr. Duniyalal Yadav, Stat Officer from Udayapur opined that the review has helped building a team for HIV response in the eastern region. Mr. Tanka Chaudhari, HIV Focal Person from Illam district said that it helped district staff understand the recording and reporting process better. Similarly, Ms. Bhawani Timilsina appreciated that the review helped sensitizing the important roles of district staff in making the overall data accurate. All participants showed their commitments to address the gaps in the future.

Mr. Bhanu Yangden as Chair of the closing session shared that, while dealing with data and reporting, it is good be have confusions that over-confidence. So he urged all the district leaders to strengthen the feedback system at service sites.
